Timothy S. Horton was a judge of the 10th District Court of Appeals in Ohio from 2015 to 2019. He was elected to the court on November 4, 2014.[1] Horton resigned on February 28, 2019, following a proposed suspension related to judicial misconduct. Click here for more information.

Horton was previously a judge for the Franklin County Court of Common Pleas in Columbus, Ohio. He joined the court in 2006 and was elected in 2008 for a full six-year term, which began on July 2, 2009.[2][3]

Education

Horton received his B.A. from Boston University in 1992 and his J.D. from the Ohio State University in 1995.[4]

Horton resigned on February 28, 2019, after the Board of Professional Conduct recommended suspending Horton's law license indefinitely. The board recommended the suspension on December 7, 2018, after finding Horton guilty of three counts of misconduct, including inappropriate sexual conduct, conducting campaign duties on county time, and filing inaccurate campaign finance reports. According to The Columbus Dispatch, the board found Horton had sexually harassed a former secretary and had a sexual encounter with an intern.[8]

Horton previously pleaded guilty to three misdemeanor campaign finance violations in 2017, for which he served 10 days in jail. Horton apologized for his conduct, saying it was related to problems with alcohol, but disputed the claims of sexual harassment and misuse of county resources.[8]
