Biography

Toby Hedgepeth earned a high school diploma from Dudley High School, a bachelor's degree from Strayer University in 2005, a graduate degree from Villanova University in 2015, and a second graduate degree from the Chicago Theological Seminary in 2023. Hedgepeth's career experience includes working as a human resources professional.[1]

Growing up in Guilford County, I have seen the best and the worst this county has to offer. My family struggled with food and housing insecurity, but I also benefited from many government and nonprofit programs that are now closed or underfunded. Because of these experiences, the needs of Guilford’s residents are not abstractions for me. I have lived them and I pledge to help build a Guilford County where all of us can live well. As a Dudley High School graduate, with two sons in GCS schools, I will fight for full funding for our public schools. As a board member and volunteer for A Simple Gesture, and an advocate of free school lunches for all, I have worked to make sure our children are fed. Using skills I have developed as a minister, a human resources director, and a community activist, I pledge to listen to the many voices in our county, to bring these voices into the room where decisions are being made, and to find solutions that allow all of us to thrive.
  • As your At-Large County Commissioner I will:

    Work with our elected Board of Education to ensure that Guilford County Schools have access to the funding necessary for students and school workers to thrive. Continue to build a positive relationship between BoE & County Commission to support the appropriation and allocation of funding. Support the increase of appropriation from the county to supplemental pay for school staff to ensure we’re retaining talented educators and providing a living wage for all school employees.

    Continue to repair and replace aging school infrastructure and modernize our approach to School Bond measures to ensure long term, sustainable funding for safe school environments for all of our schools.
  • As your At-Large County Commissioner I will: Work with our county agencies, city partners, higher education partners, and incoming businesses to ensure our students and residents have access to job training, transportation, and childcare to be able to participate in the economic growth happening in our county. Work with GTCC to use the new Sales Tax revenue to build facilities to house the new Aerospace program. Continue to work with our economic development organizations, city governments and transportation providers to facilitate collaborations that will better connect the transportation systems across our county. Prioritize access to affordable and high quality childcare so that parents are able to work while raising children.
  • I understand the need for attainable housing to support the existing and growing population of our county. I will: Advocate for intentional, development that balances the needs of our rural communities with the realities of our housing crisis. Advocate for creative design and zoning for new developments that preserve the character of rural communities while increasing our housing stock. Advocate for mixed used development where appropriate to ensure access to attainable housing and necessary infrastructure like grocery stores across the county. Support transparency and accountability around the Guiding Guilford Moving Forward Together Comprehensive Plan to raise resident awareness of the plan and ensure the county is holding to it.
The biggest issue faced by the county commission, in the face of diminished federal funding and a gerrymandered state legislature intent on bankrupting our schools and safety net, is how to continue to meet the everyday needs of county residents. The commission needs not only to find funds, but also to develop the best and most efficient practices to establish and maintain excellent public schools, safe and affordable housing, low-barrier access to health care, and training for living-wage jobs. Finally, I believe the county commissioners need to work with our local state representatives to demand that the NC legislature fulfill its duty to fully fund our schools.
