Todd Litton (Democratic Party) ran for election to the Texas State Senate to represent District 15. He lost in the Democratic primary on March 5, 2024.

Biography

Todd Litton was born and lives in Houston, Texas. He earned a B.A. from Duke University, a J.D. from the University of Texas School of Law, and an M.B.A. from Rice University. Litton’s career experience includes working as the chair of the City of Houston's Tower Commission for Mayor Bill White. He practiced law for three years and worked in investments for six years. Litton was appointed to serve as the Precinct 40 state delegate for John Kerry's presidential campaign in 2004. He also served as the Precinct 148 Chair and Senate delegate for Barack Obama's for presidential campaign in 2008.[1]

Todd is a father, husband, and Native Texan and is running for State Senate because he’s tired of the extreme agenda pushed by Texas Republicans. He has spent over twenty years standing up for Houston’s families as a nonprofit leader, improving local schools and healthcare access. Todd will defend Texans from the radical Republican agenda and fight to keep Greg Abbott out of our bedrooms, bathrooms, and doctors’ offices.
  • Todd Litton is firmly pro-choice, advocating for a woman's right to make medical decisions about their body without interference from the government. He supports a woman's right to consult with her faith, family, and medical professionals regarding her decision about her pregnancy.

    Todd also believes that women should have access to critical health services, like those provided by Planned Parenthood, and will work to restore funding for such services and oppose any further efforts to reduce funding for these programs.

    As State Senator, Todd will fight to restore women’s rights to make their own healthcare decisions.
  • Access to a quality education is the greatest equalizer we have as a society. Todd believes in order for Texas to thrive, our public schools must come first. Todd believes in order for Texas to thrive, our public schools must come first. As State Senator, Todd will fight to: Keep public dollars in public schools and stop vouchers. Todd will build a coalition in the Senate that includes Senators who represent a large number of the House Districts that have stood up to vouchers and engage and embolden them to stand up for their school districts, administrators, teachers, students, and families, too. Get the TEA out of whole district takeovers and Houston ISD. Todd will work to repeal the law that led to the takeover of Houston ISD.
  • In Texas, Todd believes we need healthcare reform to expand Medicaid, expand access to abortion care, and make healthcare more affordable for all Texans. Todd believes that access to healthcare is a fundamental human right. Ensuring our people have access to healthcare provides them the opportunity to lead healthier lives which then enables them to be more present and constructive in their homes and families, and also allows them to be more productive and innovative in their jobs and communities.
Education!

Todd was part of the leadership for the passage of a critical piece of legislation, SB 76 to expand access to high quality early childhood education programs across Texas. Todd worked with legislators and staff in the House and Senate from both parties, and helped build a coalition of private child care providers, public Pre-K’s, and federal Head Start programs and the business community to make the economic development case for increasing access to high quality early childhood education and the human development case (for both our young children and their families). Todd testified before the State Senate and the State House and the bill was passed and signed into law and it still has a significant impact in our state.

I'd model my approach to the work and service of State Representative Ann Johnson. She's my State Representative, and she knows how to be effective and work across the aisle, but also isn't afraid to call out Gov. Abbott's hateful and harmful policies and work to stop bad legislation from becoming law.
