Todd Mitchell Franklin was a 2014 Republican candidate for District 7 of the Tennessee House of Representatives.[1]

Franklin received his B.S. degree in philosophy and history from East Tennessee State University in 1988 and received an M.A. degree in philosophy from the University of Hawaii at Manoa in 1992. He also received an A.A.S. degree in computer science from Northeast State Community College in 2003 and an M.S. degree in computer science from East Tennessee State University in 1996. His professional experience includes working in residential construction, working as an electrical contractor, and as academic advisor and adjunct faculty member at East Tennessee State University in their Department of Computing.[2]

  • Excerpt: "Strict adherence to admission policies. Create programs for developmental students to be accepted only as developmental students and not as "unconditional acceptance" where they can take other college courses without completing their high school deficiencies."

  • Excerpt: "Make no-fail policies illegal with fines for any administrator/supervisor who causes/pressures a public school teacher to pass a student who hasn't earned the right to pass."

Incarceration rates

  • Excerpt: "We need alternative sentencing for non-violent drug offenders and others in our jails and prisons. We can create programs for these offenders to earn their keep while participating in work and rehabilitation programs."

Government Transparency

  • Excerpt: "The Tennessee General Assembly web site is confusing and limits the ability of most citizens to understand what is actually going on in Nashville. This system can and should be improved to make our state the most transparent government in the nation."

Elections for 99 seats in the Tennessee House of Representatives took place in 2014. A primary election took place on August 7, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was April 3, 2014. Incumbent Matthew Hill defeated Phil Carriger and Todd Mitchell Franklin in the Republican primary. Hill was unopposed in the general election.[4][1]
