Biography

Tom Bailey was born in La Junta, Colorado. He served in the U.S. Air Force from 1986 to 2012. He earned a bachelor's degree from the United States Air Force Academy in 1986 and a graduate degree from the Ohio State University in 1994.[1]

I served in the Air Force for 26 years, retiring as a Colonel and have developed skills that will be useful as a member of City Council. As a member of the County Planning Commission (and its chairman since 2023), I have extensive knowledge of land use issues, and helped develop the El Paso County Master Plan. My wife, Julie, and I have been married for 35 years and we have two adult children and four grandchildren.
  • Smart, Responsible Growth

    Because Colorado Springs is a great place to live, we will continue to grow. The challenge is how we manage this inevitable growth. Growth needs to be responsible, reasonable, predictable, and sustainable. We can and should encourage smart growth by optimizing our resources – water, energy, and infrastructure (including transportation) - to guide development to locations that are most appropriate for expansion. Growth that is

    planned, thoughtful, and considers a regional approach makes for the most efficient use of city resources.
  • Public Safety We all deserve to live in a safe, welcoming community. Robust law enforcement is paramount but public safety extends beyond policing. We must prioritize firm as well as compassionate homeless solutions, funding for efficient transportation infrastructure, and ensure our neighborhoods are protected from natural hazards including wildfires and weather emergencies. It’s also important to foster regional partnerships, like the one with the Office of Emergency Management, to focus on improving these partnerships and outcomes.
  • Economic Development The primary role of city government is to establish and maintain a favorable business climate where employers see a cost effective place to conduct business and a place where their employees want to live. Smart, responsible growth includes addressing the need for not only affordable but attainable housing and providing the core services that directly affect citizens’ quality of life Addressing costly regulation and overreach is one way to influence affordability. Colorado Springs deserves a city government that delivers big city services with small town service.
I am generally conservative on most issues with some libertarian leanings. What that means in a practical sense is that I believe in limited government that confines itself to core government functions and operates with a limited resource base. City government should ask taxpayers to fund basic services but keep taxes low so that individuals can voluntarily support the causes they choose. I am pro-business, pro-growth, and have a deep respect for property rights, so I think we need to remove unnecessary restrictions to give property owners the freedom to “pursue happiness” as they see fit while balancing that against the rights of others and the common good.
Our City Council must be able to put aside personal ambitions and agendas to work together for the good of all the city’s residents, and I think I have acquired the skills to work collaboratively on City Council to find solutions to the city’s problems.
