Tom Keen is running for election to the Orlando City Council to represent District 1 in Florida. He is on the ballot in the general election on November 4, 2025.[source]

Keen (Democratic Party) was a member of the Florida House of Representatives, representing District 35. He assumed office on January 16, 2024. He left office on November 5, 2024.

Biography

Tom Keen served in the U.S. Navy from 1982 to 2003. He earned a bachelor's degree from the University of Cincinnati in 1978. His career experience includes working as a business executive and as a business development manager in the training and simulation market for an aerospace company. Keen has been affiliated with the American Legion, Veterans of Foreign War, Disabled American Veterans, the US Naval Institute, the US Navy League, and the Military Officers Association of America.[1][2]

As a Navy Commander, Tom was responsible for the safety and well-being of his Sailors, and he brings the same dedication to his political career. He's alarmed by the direction Florida has taken under Governor DeSantis and the nearly 30 years of Republican supermajority in Tallahassee. Tom believes Florida is in trouble and that we owe it to our children and future generations to ensure a brighter future.

Tom's campaign is firmly rooted in the values of the Democratic Party. He's committed to preserving rural communities, promoting smart growth, expanding access to healthcare, protecting reproductive rights, addressing affordability issues, and actively involving young people in the political process.

The most important characteristics and principles for an elected official include integrity, accountability, transparency, empathy, a commitment to public service, and a dedication to representing the interests of their constituents faithfully. Upholding the principles of democracy, respecting the rule of law, and working diligently to improve the lives of those they serve should be at the core of every elected official's values.
I believe several qualities make me well-suited for public office:

Leadership: My years of experience in the Navy, where I was responsible for the safety and well-being of my team, have honed my leadership skills. I understand the importance of collaboration and making tough decisions for the greater good.

The ideal relationship between the governor and state legislature should involve the legislature acting as a crucial checks and balances mechanism. We should ensure that the governor's decisions and policies align with the best interests of Floridians and the principles of democracy.

This relationship should be characterized by open and transparent communication, where the legislature holds the governor accountable for their actions and decisions. While cooperation and collaboration between the branches of government are generally beneficial, when there are concerns about executive overreach or actions contrary to the public good, the legislature must exercise its oversight authority effectively.

In such cases, the state legislature should prioritize its role as a representative body, working diligently to protect the rights and interests of the people of Florida. It should actively investigate and challenge any actions or policies that raise questions about the governor's commitment to democratic principles, the rule of law, and the welfare of the state's residents.
Florida faces several significant challenges over the next decade, including addressing the impacts of climate change, ensuring access to quality healthcare, addressing affordable housing concerns, and reforming the state's property insurance system. These challenges require proactive, forward-thinking policies and strong leadership.
While it's not necessary for state legislators to have previous experience in government or politics, it can be beneficial. However, what's most important is a legislator's commitment to their constituents, their willingness to learn, and their dedication to effective governance.
Building relationships with other legislators is highly beneficial. Effective governance often relies on collaboration and consensus-building. Establishing good working relationships with colleagues, regardless of party affiliation, allows for more productive discussions and the development of bipartisan solutions.
The legislature should oversee and, if necessary, grant the use of emergency powers. While it's important for the executive branch to respond swiftly in emergencies, checks and balances are essential to prevent the misuse of power. The legislature should have a role in ensuring that emergency powers are exercised judiciously and in the best interests of the state.
Yes, I firmly believe that compromise is both necessary and desirable for effective policymaking. In a diverse and democratic society like ours, it's essential to recognize that different individuals and groups will have varying perspectives and interests. To create policies that benefit the broader population, compromise is often required.


Compromise encourages collaboration, fosters unity, and helps find common ground. It allows us to move forward, even in situations where there are competing priorities. While it may require concessions, it ultimately results in solutions that are more balanced and sustainable.


I am committed to working across the aisle and with fellow legislators to find common-sense solutions that address the needs of our constituents. Compromise doesn't mean abandoning our principles; rather, it means finding ways to achieve our shared goals through consensus and negotiation. Tom Keen is a decorated 21-year military veteran, a former Naval Flight Officer, and successful businessman in the high-tech aerospace training and simulation industry. He is a committed progressive who is running to serve Orange and Brevard counties as our next State Representative from District 50.

Tom’s commitment to public service continued long after serving our country. He has been active in several veteran-service organizations and has served on both the City of Orlando Citizens’ Police Review Board and the Mayor’s Veteran Advisory Council. He has also participated in both Leadership Orlando and the Mayor’s City Academy.

Tom’s technical oversight and budgeting experience make him qualified to effectively serve and uplift our communities for all residents, well into the future. Tom has been married to Laura Keen for 32 years. They have two grown children and live in the Laureate Park neighborhood of Lake Nona.

Tom Keen started his career serving the people of America for 20 years in the Navy and now he wants to continue to serve the people of Florida. He is passionate about strengthening the economy, protecting our environment, increasing access to affordable healthcare, and protecting reproductive rights.

Tom believes the current state government has been interfering with local governments and small businesses, making to more difficult for them to succeed. He believes in Home Rule and preserving the power of local leaders and business owners.

He wants to put Florida on the right path and fight for real policy changes that will help everyday Floridians prosper, while protecting their rights.
The Navy taught me a lot, especially three core values that I live by today:

Honor. Courage. Commitment.

If elected I will bring all three with me to Tallahassee. These values are needed to create lasting change and to enable Brighter Choices for Florida.
My first job after graduating from the University of Cincinnati was in the Management Training Program as first line supervisor at the Ford Motor Company. After just a short time, I was laid off and forced onto unemployment. This experience taught me how important it is to have an unemployment system that works well and is built to get people the help they need. Here in Florida, our unemployment system is broken. When my daughter was laid off from Disney during the early days of the pandemic, it took over eight weeks for her to receive her first unemployment check. Most people don’t have the luxury of waiting even two weeks, let alone eight. The system is also incredibly complicated, making it inaccessible for many. I will fight to fix the unemployment system if I’m elected.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

In 2024, the Florida State Legislature was in session from January 9 to March 8.

Legislators are scored on their stances on economic issues.

Legislators are scored on their votes on bills related to business issues.
Legislators were scored based on their votes on health care, the economy, public schools, affordable housing, clean energy and water, reproductive rights, the freedom to vote and more.
