1. Automatic 6 months license revocation for DUI's registering in excess of twice the legal limit provided that the offender completes alcoholic rehabilitation counseling. No permits for driving to work---this exacerbates the problem. 2. Withholding state Quality Based Education (QBE) funding for any school district which fails to meet mandatory attendance guidelines for students. 3. Mandatory weekly unannounced monitoring of contractors who have entered E-Verify program. Failure to comply resulting in loss of state funding to city of county responsible for enforcement. 4. 50% mandatory reduction of refugee quota regardless of the reaction of the Federal government. 5. State codification of federal refugee resettlement law. This would require resettlement contractors to justify quarterly the location of new refugees in a geographical area---schools, health facilities, courts, jails, police, fire, etc.--- prior to relocation of additional refugees. Make this information public and require it to be advertised in local newspaper at expense of the contractor. Allow counties and cities to op-out of the program. Civil penalties against the contractor for refugees who commit acts of terrorism similar to the South Carolina statute.[2] |
