I am the middle son of Wilmer & Jean Wheeler (owners of J&W Meats, Quitman GA). 1989 graduate of Brooks County High School, 1995 graduate of Valdosta State University, BS-Criminal Justice. Retired from Valdosta Police Department as a shift Captain, February 1, 2022. Jailer/Dispatcher for Brooks County Sheriff's Office in 1996. Hobbies include bicycling, jogging, motorcycling, and gardening. Member of Okapilco Baptist Church and have attended a variety of other church denominations throughout the county through the years. Member of Benny Wooten Foundation, Brooks County Democratic Party, and a member of Dr MLK committee. If Elected Sheriff, I would swear to uphold the Code of Ethics of the Office of Sheriff. I believe in open transparency, and communicating with the citizens about criminal incidents happening in their neighborhoods in a timely manner through a variety of social media platforms that are maintained and updated with urgency in mind. I believe in giving news release updates as soon as practical, based upon the magnitude of the case, because I believe citizens should read the matter from an official news release instead of citizen reporters, or hearsay. I have maintained my LE POST certification since retirement, so I would be ready to start providing law enforcement duties on day, if elected by a majority of the voters of Brooks County GA. Early voting begins Tuesday, October 15 and day of the election is Tuesday, November 5, 2024, 7am-7PM.
  • If elected to fill Office of the Sheriff, I shall ensure that I and my employees, in the performance of our duties, will enforce and administer the law according to the standards of the US Constitution, the Georgia Constitution, and local ordinances, so that equal protection of the law is guaranteed to everyone. To that end I shall not permit personal opinion, party affiliations, or consideration of the status of others to alter or lessen this standard of treatment of others. If elected Sheriff, I shall establish, promulgate, and enforce a set of standards of behavior of my employees which will govern the overall management and operation of the law enforcement functions, court related activities, and corrections operations of the agency.
  • If elected Sheriff, I shall not tolerate nor condone brutal or inhumane treatment of others by my employees nor shall I permit or condone inhumane or brutal treatment of inmates in my care and custody. I strictly adherer to standards of fairness and integrity in the conduct of campaigns for election and I shall conform to all applicable statutory standards of election financing and reporting so that the Office of Sheriff is not harmed by the actions of myself or others. I shall routinely conduct or have conducted an internal and external audit of the public funds entrusted to my care and publish this information so that citizens can be informed about my stewardship of these funds.
  • If elected to Office of Sheriff, I shall follow the accepted principles of efficient and effective administration and management as the principle criteria for my judgments and decisions in the allocation of resources and services in law enforcement, court related, and corrections functions of my office. I shall hire and promote only those employees or others who are the very best candidates for a position according to accepted standards of objectivity and merit. I shall not permit other factors to influence hiring or promotion practice. I shall ensure that all employees are granted and received relevant training supervision in the performance of their duties so that competent and excellent service is provided by the Office of Sheriff.
If elected to the Office of Sheriff, I shall ensure that during my tenure as sheriff, I shall not use the Office of Sheriff for private gain.
I accept and adhere to this code of ethics. In so doing, I also accept responsibility for encouraging others in my profession to abide by this Code.
I look up to the first chief I worked for at Valdosta Police Department, C Frank Simons, due to his professionalism and understanding of bringing state certification and CALEA to the department. There were a lot of policies initially and more added on through the years, but VPD Policy was a guidebook that molded my successful career at VPD.

To be available to sincerely listen to citizens concerns while offering suggestions to their problems , to be fiscally conservative with spending taxpayers hard earned monies, to trim excess spending when it's not beneficial to taxpaying citizens. To be honest and transparent, being ethical when you thinks no one is looking.
Technologically savvy to operate several social media platforms simultaneously to notify citizens of news breaking events in a timely manner, when it's safe and relevant to do so, to keep the citizens informed, and to reduce hearsay fabricated stories that tend to be inaccurate or complete lies.
O.C.G.A. § 15-16-10 cites specific duties of the sheriff:

Execute & return processes and orders of the court
Attend all sessions of Superior Court
Attend election sites
Publish sales, citations, & other proceedings as required by law
Maintain an execution docket
Maintain record of all sales made by process of court
Receive from the preceding sheriff all unexecuted writs & processes
Perform such duties imposed by law
Exercise same duties, powers & arrest authority within the municipalities and • Develop and implement a comprehensive plan for the security of the courthouse and any annex. However, this is just the tip of the iceberg of the responsibilities of the Office of Sheriff.
In Georgia statutes, the responsibilities of the sheriff are mentioned over 600 times. The Office of Sheriff is mandated to enforce hundreds of laws, often without additional resources. Some of these mandates include:

Courthouse Security (O.C.G.A. § 15-16-10)
Sex Offender Registry (O.C.G.A. § 42-1-12)
Determine Legal Status of Immigrants (O.C.G.A. § 42-4-14)

Full fill and enforce laws governing raffles (O.C.G.A. § 16-12-22.1)
Formulate professional bonding company polices (O.C.G.A. § 17-6-15)
Assist county dog officer in enforcement of dangerous dog laws (O.C.G.A. § 4-8-22)
Confiscate and destroy any illegal gambling devises (O.C.G.A. § 16-12-30)
Impound livestock running at large (O.C.G.A. § 4-3-4)
Confiscate and destroy illegal fireworks (O.C.G.A. § 25-10-6)

Establish clear goals and objectives of the Office of Sheriff, define roles and responsibilities, of personnel provide communication channels, monitor progress of achieving goals and objectives, document and report the progress, build trust by encouraging feedback from subordinates, address issues and potential problems sooner rather than later, and ensure audits are completed thoroughly and in a timely manner.
