Toni Carter
Toni Carter was a member of the Ramsey County Board of Commissioners in Minnesota, representing District 4. Carter assumed office in 2014. Carter left office on January 2, 2023.
Carter ran for re-election to the Ramsey County Board of Commissioners to represent District 4 in Minnesota. Carter won in the general election on November 6, 2018.
Biography
Carter was born in Birmingham, Alabama. She served as a member of the Saint Paul Board of Education and as the president of the Association of Minnesota Counties. According to her office website, she was the first African-American to serve on a Minnesota county board. Carter has three children. This includes Melvin Carter III, who was elected as mayor of St. Paul, Minnesota, in 2017.[1]
