Hwang's website highlighted the following campaign themes:[12]
Spend no more than you make
- Excerpt: "Connecticut taxpayers can no longer afford our bloated state government. Government can’t afford the services it provides now. We need the courage to make hard and reasoned decisions."
Borrow only what you can afford to pay back
- Excerpt: "It’s time we halt the alarming habit of government borrowing its way out of its financial troubles. This year, state government borrowed again to plug operational expenses in our budget. We cannot borrow to feed our free spending way; instead we need to cut spending and live within our means."
If it's not broken, don't fix it, but if it's not working, let's improve it
- Excerpt: "Propose consolidating information technology systems at our universities and agencies to eliminate duplication of services. Businesses everywhere have taken these steps – it is time our state government did the same thing."
The more government tries to do the less it does well
- Excerpt: "Non-profits in developmental services deliver quality care at a cost lower than comparable state run programs. We should consider privatizing services that maintain the same quality services at a lower cost to our taxpayers."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
