An election to recall Cato Township Supervisor Larry Gilbert, Clerk Todd Lincoln, and Trustee Jourdan Lindsey was scheduled for May 2, 2023, in Cato Township, Michigan. Voters recalled Gilbert and Lindsey. Lincoln retained his seat.[1][2]

County election officials announced in November 2022 that 483 signatures were submitted for Gilbert, 422 for Lincoln, and 426 for Lindsey.[3][4]

Recall supporters

Resident Jamie Snyder initiated the recall process by filing recall petitions against the three officials. The Montcalm County Election Commission approved three sets of petitions for circulation in a hearing on September 16, 2022. The approved petition language appears below.[1]

  • “On Aug. 1, 2022, at a regular meeting of the Cato Township Board of Trustees, (Gilbert/Lincoln/Lindsey) as (supervisor/clerk/trustee) voted to approve Ordinance No. 2022-8-1, an ordinance to amend the township’s zoning ordinance to permit and regulate wind energy turbines (the ‘wind ordinance’). The wind ordinance provides that (a) the total height of a wind turbine shall not exceed 500 feet and (b) the setback from all roads and other infrastructure shall be one and one half times (1.5x) the total height of the wind turbine. The wind ordinance was adopted by a vote of 3-2.”
  • “On Aug. 1, 2022, at a regular meeting of the Cato Township Board of Trustees, (Gilbert/Lincoln/Lindsey) as (supervisor/clerk/trustee) voted to approve Ordinance No. 2022-8-1, an ordinance to amend the township’s zoning ordinance to permit and regulate wind energy turbines (the ‘wind ordinance’). A recall petition must first be filed with the appropriate board, which then holds a hearing to determine whether the reason for the petition is "factual" and "clear;" that is the only criteria considered by the board to approve or reject the petition.

Once approved by the board, the petitioner must amass a number of signatures equal to 25 percent of the number of votes cast in the last general election in the electoral district of the officer sought to be recalled.[5] The petitioner has 60 days to collect these signatures beginning on the date the first signature is collected; however, the petition must be submitted no later than 180 days after it was approved by the board. For recall of state officials, the petition is submitted to the Michigan Secretary of State; for local officials, the petition is submitted to the county or township clerk in the county where the official resides.

The Montcalm County Election Commission approved recall petition language for circulation in a hearing on September 16, 2022. On November 21, 2022, Montcalm County Clerk Kristen Millard announced that 483 signatures were submitted for Gilbert, 422 for Lincoln, and 426 for Lindsey.[1][3]
