Arakaki's campaign website highlighted the following issues:

Traffic and Infrastructure: As your representative I will work closely with state and city officials to:

  • Mitigate serious traffic concerns along Kamehameha Highway, Moanalua Road, and the Hawaii Interstate Highway, in light of the continued ongoing construction of the rail project.
  • Facilitate better communication and coordination between city and state officials with the community, to improve our residents quality of life by giving them alternatives and timelines in regards to traffic and construction
  • Continue pushing for the H-1 contraflow solution, in order to ease the traffic along the highway and make commute times shorter for those living in our district
  • Improve incentives and programs that encourage alternatives to driving which would take cars off the road easing congestion, as well as leaving a positive effect on our environment by reducing the amount of carbon emissions

Economic Development:

  • Support programs that encourage and support new small business owners which in turn creates local jobs for our community
  • Support job creation in all economic/industrial sectors
  • Support bills that specifically improve business climate for “mom and pops” businesses
  • Supporting emerging industries and economic opportunities that will bring jobs for the people of Hawaii

Our Keiki’s Education:

  • Invest dollars in the repairing and maintenance of Alva Scott, Pearl Ridge, Webling, Elementary Schools, Aiea Intermediate, and Aiea High School.
  • Invest in programs that recruit, train, and retain local teachers who decide to commit to teaching at our public schools in Hawaii
  • Continue to fight for public funding options for our pre-kindergarteners, ensuring that all of Hawaii’s families have access to early childhood education, greatly increasing their success rate upon entry into our schools

Caring for Our Kupuna: As your representative I would:

  • Fight for increased funding to the Executive Office on Aging, to address the growing need of caregiver support for our elderly population
  • Support state programs that educate and protect our elderly from predatory criminal activities such as identity theft and fraud
  • Streamline administrative services such as medicare and other state-subsidized services to improve access to our seniors
  • Empower the Long-Term Care Ombudsman to ensure that our seniors in long-term care facilities are receiving fair and quality services
  • Support stay-at-home caregivers such as additional tax relief, to relieve the financial burden of family members who give up full-time employment to take care of their elderly loved ones

Energy:

  • I support any efforts to increase HECOs capacity to incorporate photovoltaic to our communities, and fight any pushback for such expansions
  • I support efforts to continue to explore and invigorate alternative energy opportunities locally here in Hawaii, we must continue to think outside of the box thinking in order to meet our future needs.
  • I support aggressive efforts to incorporate “complete street” legislation into planning of existing and new communities, to encourage alternative transportation methods and to support the density growth of our urban core areas
  • I support more H plant technologies for our state, so we can focus converting our trash into energy, instead of creating more landfills
  • I support more funding and public-private partnerships for the research and development of wave technology which could be a substantial energy source[8]

2014

Arakaki's website emphasized the following campaign themes:[10]

Bringing Responsibility & Accountability to State Government

  • Excerpt: "As your State Representative, I will work to find sensible and responsible solutions to the many issues facing Hawaii and our communities. Balancing the state budget without burdening Hawaii's working class and without punishing Hawaii's small businesses should be a priority for all legislators."

Supporting Hawaii's Small Businesses and Fostering Job Creation

  • Excerpt: "When Hawaii businesses thrive, so do our residents. By supporting bills that would maximize opportunities for Hawaii's businesses we create better paying jobs, we continue to grow our economy, and we improve the quality of lives for our people."
