Tracy Holmes (Democratic Party) is a judge of the Texas 363rd District Court. She assumed office in 2014. Her current term ends on December 31, 2026.

Holmes (Democratic Party) won re-election for judge of the Texas 363rd District Court outright after the general election on November 8, 2022, was canceled.

Education

Holmes earned a B.A. in English from the University of Texas at Austin in 1977. She went on to receive her J.D. from St. Mary's University School of Law in 1980, and she was admitted to the Texas Bar in 1983.[1]

Career

Prior to joining the district court in 2007, Holmes worked for over 20 years as a criminal attorney. She also has experience as a prosecutor for the Dallas County District Attorney's Office and as an adjunct professor at El Centro College.[2][3]

Primary: She was successful in the Democratic primary on March 4, 2014, receiving 70.8 percent of the vote. She competed against Nigel H. Redmond.

The judges of the Texas District Courts are chosen in partisan elections. They serve four-year terms, after which they must run for re-election if they wish to continue serving.[7]

Though Texas is home to more than 400 district courts, the courts are grouped into nine administrative judicial regions. Each region is overseen by a presiding judge who is appointed by the governor to a four-year term. According to the state courts website, the presiding judge may be a "regular elected or retired district judge, a former judge with at least 12 years of service as a district judge, or a retired appellate judge with judicial experience on a district court."[8]

Qualifications
To serve on the district courts, a judge must be:

  • a U.S. citizen;
  • a resident of Texas;
  • licensed to practice law in the state;
  • between the ages of 25 and 75;*[9]
  • a practicing lawyer and/or state judge for at least four years; and
  • a resident of his or her respective judicial district for at least two years.[7]

*While no judge older than 74 may run for office, sitting judges who turn 75 are permitted to continue serving until their term expires.[7]

2010

Holmes won the Democratic primary and was re-elected to the 363rd District Court after running unopposed in the general election.[2]
