Transportation and Infrastructure Committee, Michigan State Senate
The Transportation and Infrastructure Committee (formerly the Transportation Committee) is a standing committee of the Michigan State Senate. Per Senate Rule 2.103, the committee is made up of five members.[1]
Per Rule 1.105 of the Senate Rules, committees in the Michigan State Senate are appointed by the Majority Leader unless otherwise called for by the Senate. Committees are appointed at the beginning of every two-year legislative session. All appointments to standing committees and subcommittees made by the Majority Leader must be approved by the Senate. The Majority Leader shall make appointments of minority members from a list submitted by the Minority Leader; while the Majority Leader can partially reject the list, the Minority Leader shall submit other nominations.[2] The first person named to a committee will serve as chair; the second will serve as majority vice chair, and all others shall rank in the order they were named. The first minority member named shall serve as minority vice chair. In the absence of the chair and the majority vice chair, the highest ranking member present will preside as acting chair. A committee member, but not a chairperson, who has been absent for a significant period of time may be replaced by the Majority Leader until he or she returns.[3]

Function
The rules of the Senate and House do not describe the jurisdiction of the individual standing committees except that all Senate bills involving an appropriation must be referred either directly to the appropriations committee or to an appropriate standing committee and then to the appropriations committee. Traditionally, the assignment of bills follows topical lines.[4]
