The Tri-State Lotto Compact is an interstate compact among Maine, New Hampshire, and Vermont. The compact established a series of lottery games for the three member states that would be used in addition to the states' own lottery games. The compact was created to generate increased revenue for the states using lottery games.[1]

Governance

The compact created the Tri-state Lotto Commission to manage the operations of the Tri-state Lotto. According to the language of the compact, the commission is to serve "as a common agency of the party states and representing them both collectively and individually in the exercise of its powers and duties." The commission is composed of one representative from each of the member states.[2]
