The U.S. Virgin Islands Board of Education is an independent territorial government agency of the United States Virgin Islands, responsible for providing financial aid for students, certifying teachers and other education professionals, and governing education policies and standards of public schools in the U.S. Virgin Islands.[1][2][3]

Authority
The U.S. Virgin Islands Board of Education's authority and jurisdiction are established in U.S. Virgin Islands Code Title 3, Chapter 7.[3]
(a) The Virgin Islands Board of Education, referred to as the “Board” in the remainder of this section is established as an independent agency. |
Qualifications
Candidates for the nine elected members of the board must be:[4]
- A U.S. citizen.
- At least 21 years old.
- A resident of the U.S. Virgin Islands for at least three years immediately preceding the date of the election.
Elections
The board is composed of nine voting members. Each member serves a staggered four-year term beginning on the first Monday of January following the election. Board members are elected by voters in partisan elections in the two legislative districts: four in St. Croix elected by the qualified electors of St. Croix, four in St. Thomas elected by the qualified electors of St. Thomas, and one member to be elected at large by the qualified electors of the Virgin Islands, provided that the candidate is a resident of St. John.[3][4][5]

Vacancies
In the event of a vacant seat on the board, the governor shall fill the seat, subject to the approval of the legislature, except that the person appointed to such vacancy shall be a resident of the same island as the member whose office is vacant. The person appointed shall serve for the remainder of the term.[3]
Duties
Per V.I. Code title 17, § 21, the U.S. Virgin Islands Board of Education's powers and duties are:[1][2]
- Recommending the establishment of public schools.
- Prescribing general regulations and orders regarding education and board operations.
- Recommending laws and amendments to Legislature.
- Bringing court proceedings for the enforcement of rights.
- Cooperating with U.S. Department of Education.
- Administration of federal laws related to general education and approving plans for same.

Compensation
According to the U.S. Virgin Islands Code Title 3, Chapter 7, board members shall receive $50 per day or part of a day spent performing their official duties. Each member shall also be reimbursed for necessary travel and other expenses incurred while performing their duties as a board member.[3]
