The United States District Court for the District of Illinois was created by Congress in 1819, with one judgeship authorized for the district. Illinois was one judicial district until 1855, when Congress divided the state into Northern and Southern Districts, with one judgeship authorized for each. Thomas Drummond, the judge of the District of Illinois at this point, was transferred to the Northern District.[1]
