The 2012 U.S. House of Representatives elections in California took place on November 6, 2012. Voters elected 53 candidates to serve in the U.S. House, one from each of the state's 53 congressional districts.

Primary: California has a top-two primary system, in which the top two vote-getters, regardless of party, go on to the general election.
Voter registration: Voters had to register to vote in the primary by May 21. For the general election, the voter registration deadline was October 22.[1]

Nearly $54 million was spent by Super PACs and independent organizations, the most of any state.[2]
According to the New York Times race ratings in October 2012, 12 of the 53 districts were considered to be in play. Those were the 3rd, 7th, 9th, 10th, 16th, 21st, 24th, 26th, 36th, 41st, 47th and 52nd districts.[3]
The Center for Voting and Democracy (Fairvote) projected that Democrats would win 33 districts while Republicans would win 13 seats. It did not make a projection for the remaining seven districts.[4]
Primary competitiveness
California had the 9th most competitive congressional primaries in 2012, with 84.91% of major party primaries having been contested (45 out of 53). The national average was 54.31%.
Forty-six U.S. House incumbents ran for re-election in California in 2012. Of those 46, 37 (80.43%) faced a primary challenger. Nationwide, 200 out of the 386 incumbents seeking re-election faced a primary challenger (51.81%).
Blanket primary
This was the first election year in which California's Top Two Candidates Open Primary Act was in effect. Because of this, all candidates for a seat competed in one blanket primary. The two candidates who received the most votes then advanced to the general election on November 6.
The proposition's intent was to encourage primary competition, which backers of the act said would lead to more moderate legislators being elected. The primary results did reflect an increase in competition, with California's percentage of contested primaries being much higher than the nationwide average.[5]
The increase in competition also led to an increase in campaign spending, due to the fact that competition within political parties lasted for the entire year rather than ending after the primary. Raphael J. Sonenshein, executive director of the Edmund G. "Pat" Brown Institute of Public Affairs at Cal State L.A., said the following, "It's hard to argue it's a better system where the incumbent congressman has a huge war chest and nobody else has any money... At least now we can make him spend it."[5]
As a result of the blanket primary, nine of California's 53 congressional districts had same-party candidates battling in the November 6 general election. Of those, seven were between Democrats.[6]
There were also nineteen same-party races in the state legislature in November.[6] Of the total 28 same-party contests, a study by the Public Policy Institute of California rated twelve as competitive. Minor party candidates, meanwhile, were only able to make it to the general election in three races.[7]
This was also the first election after districts were redrawn by an independent commission, rather than partisan legislators, making some districts more competitive between Democrats and Republicans.[8]
“What we’ve noticed is candidates in California playing to a wider ideological audience as a result of the top-two primary, instead of tailoring their message to a very narrow base," said David Wasserman of the Cook Political Report.[8]

Competitiveness analysis
According to a Cook Political Report analysis, there were 13 congressional districts which had competitive elections in 2012. The ratings are explained as follows:[9]
- Likely: "These seats are not considered competitive at this point but have the potential to become engaged."
- Lean: "These are considered competitive races but one party has an advantage."
- Toss-Up: "These are the most competitive; either party has a good chance of winning."

Campaign spending
According to The New York Times, "So far, California’s House races have drawn more than $38 million in satellite spending, far outpacing Illinois, which is in second place with $29 million, according to an analysis by the Sunlight Foundation, a private, nonpartisan organization that tracks campaign spending."[95]
Race background
The Washington Post listed the House of Representatives elections in California in 2012 as one of the 10 states that could determine whether would Democrats retake the House or Republicans would hold their majority in 2013.[96] California ranked 2nd on the list.[96]
