A special election to create a special delegation to the U.S. Senate from Puerto Rico was held in 2021. The general election was scheduled for May 16, 2021.[2]

The special election was called after the Puerto Rico Legislative Assembly enacted Law 167 in December 2020. Law 167 mandated the creation of a congressional delegation to advocate for statehood for Puerto Rico.[3] The delegates are not able to vote on legislation.

This special congressional delegation is distinct from the Puerto Rico resident commissioner, who is a non-voting member of the U.S. House.

As of September 6, 2025, 17 special elections have been called during the 117th Congress. From the 113th Congress to the 116th Congress, 50 special elections were held. For more data on historical congressional special elections, click here.
