Efforts in Upper Arlington, Ohio, to recall council members John C. Adams, David DeCapua, Kip Greenhill, and Debbie Johnson from their positions were launched in August 2015.[1] Don Leach was also targeted for recall, but those efforts shifted when Leach was defeated in his previously scheduled re-election bid in November 2015.[2] The recall efforts against Adams, DeCapua, Greenhill, and Johnson were defeated at the polls on August 23, 2016.[3]

Recall supporters submitted 3,000 signatures for each council member to city officials in June 2016.[4] On June 30, 2016, Priscilla Mead filed a protest against the petition for Kip Greenhill, noting that petitioners used his nickname rather than his official name when gathering signatures.[5] This protest was rejected in July 2016, and the county elections board certified enough signatures to force the city council to schedule a recall for all four officials.[6]

Recall vote

A recall election took place on August 23, 2016. Ballots featured separate yes/no votes on the recall of each official.[7]

Recall supporters

A group called Save Northam Park targeted council members for recall over allegations of fiscal mismanagement, a $14-million redevelopment of a local park, and a tax initiative from the November 2014 ballot.[1]

UA for Accountability, a political action committee (PAC) supporting the recall, raised $10,360.00 and spent $3,777.07 as of August 3, 2016.[8]

Petitioners needed to collect at least 2,273 valid signatures per council member from city residents to force a recall election. The Franklin County Board of Elections received 3,197 signatures for Adams, 3,193 signatures for DeCapua, 3,114 signatures for Greenhill, and 3,181 signatures for Johnson.[9] Election officials certified enough signatures for each official to force a recall election. The Upper Arlington City Council was required schedule a recall election between 30 and 40 days following certification.[1][6]
