Utah House Bill 107, which concerned the definition of a "political issues committee," was sponsored by Rep. Brian Greene (R-57) and was introduced on January 9, 2015. It was unanimously approved in the Utah House of Representatives on February 5, 2015. In the Utah State Senate, the bill was unanimously approved on March 2, 2015. Gov. Gary R. Herbert (R) signed the bill into law on March 31, 2015.[1]

House Bill 107 restricted the definition of a "political issues committee" and, consequently, the registration and financial reporting regulations governing such committees. Among other provisions, the bill stated that a group that was convened to challenge a single ballot proposition, ordinance or resolution; does "not receive funds for challenging the ballot proposition, ordinance, or other governmental action from a person other than an individual in the group;" and does "not expend a total of more than $5,000" to support or oppose a ballot proposition, as well as several other qualifications, is not a political issues committee.[1]
