Utah House Bill 37903, previously just Utah House Bill 379, was introduced by Rep. Ryan Wilcox (R-7) on February 20 and signed by Gov. Herbert (R) on April 1, 2014, after approval in both branches of the state legislature. The bill provides for a public meeting and the opportunity for arguments in favor and against ballot measures concerning taxes or revenue and other tax increase laws.[1]
Provisions
This law affects ballot measures on both the state and local levels. It was expected to have the most impact on local taxation and revenue policy. In the cases of ballot measures concerning taxes or revenue and other tax increase laws, HB 37903 provided for the opportunity for supporting and opposing arguments and required a public meeting at which written and oral arguments concerning the proposal can be presented.[1]
Changes in code
HB 37903 amended Section 11-14-201 of Utah State Code and enacted new sections 1601 through 1605 in Chapter 1 of Title 59.
