Two of the seven seats on the Utica City School District Board of Education in New York

were up for at-large general election on May 16, 2017. Board members Louis LaPolla and Christopher Salatino defeated challenger Briana Moriarty to win additional terms on the board.[1][2] With every incumbent whose seat was on the ballot running for re-election, the 2017 Utica City Board of Education election followed a district trend. The Utica City Board of Education consists of seven members elected to five-year terms. Elections are held at large on a staggered basis every year in May. One seat was up for election on May 17, 2016, and two seats were up for election on May 16, 2017.[3]

To qualify for the ballot, school board candidates had to be at least 18 years old, U.S. citizens, and legal residents of the district for a minimum of one uninterrupted year prior to the election. They had to also be able to read and write, could not be employees of the district, and could not have been removed from another school board office within one year of the election. Only one member from each household was permitted to serve on the board of education during a given year, and school board members could not serve in incompatible offices at the same time as the board of education, which included all city offices except police officer or firefighter.[4] To get on the ballot, candidates had to file a petition signed by 100 qualified voters of the school district with the district clerk by April 26, 2017.[5]

All school board candidates in New York who raise or spend more than $50 are required to file campaign finance reports. If candidates raise or spend less than $1,000 they are required to file with their city or county's board of elections. If they raise or spend over $1,000, they must file with the New York State Board of Elections. Candidates who raise or spend less than $50 (including their own personal funds) do not have to file any reports. If this occurs, candidates are required to file an exemption statement with the appropriate board of elections.[9]

Each incumbent whose seat was on the ballot in the 2017 Utica City Board of Education election ran for another term, which followed a district trend. Every incumbent up for re-election in 2014, 2015, and 2016 also ran for additional terms.

The Utica City School District is located in Oneida County in central New York. The county seat is Utica. Oneida County was home to an estimated 231,190 residents in 2016, according to the United States Census Bureau.[12] The district was the 15th-largest school district in the state in the 2014-2015 school year and served 9,998 students.[13]

Demographics

Oneida County underperformed compared to New York as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 23.2 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 34.2 percent of state residents. During the same time period, the median household income in Oneida County was $48,246, compared to $59,269 statewide. The poverty rate for the county was 18 percent, while it was 15.4 percent for the entire state.[12]
