A Vermont Commutation, Remission or Mitigation of Criminal Sentences Amendment was on the 1913 ballot in Vermont as a legislatively referred constitutional amendment, where it was approved, becoming Article 32 of the amendments to the Vermont Constitution.
The ballot question said:
- That section 20 of chapter 2 of the Constitution be amended to read as follows:
- Sec. 20. No person ought in any case, or in any time, to be declared guilty of treason or felony, by the Legislature, nor to have his sentence upon conviction for felony commuted, remitted or mitigated by the Legislature.
- And that section 11 of chapter 2 be amended by omitting the words "and murder" where they occur therein.
