Impact of redistricting

The Vermont Legislative Apportionment Board approved new maps on August 11, 2011, with the legislature passing them in April 2012 and Gov. Peter Shumlin (D) signing them on May 1, 2012. In the House, the maps passed with a 138-4 vote. The Senate then amended the House map, modifying four districts in Bennington County; after passage, a joint conference committee convened and the two chambers agreed on a House map with one added Burlington district and the pairing of incumbents Dennis Devereux (R) and Eldred French (D) in a single district. The standard deviation from ideal district size was about 18 percent.[3][4][5][6]
Qualifications
The Vermont Constitution states, "No person shall be elected a Representative or a Senator until the person has resided in this State two years, the last year of which shall be in the legislative district for which the person is elected."[7]
