Barrett earned a bachelor's degree, a master's degree, and a doctoral degree from Penn State University. His professional experience includes work as an assistant professor at Penn State University, a professor at the University of Nebraska at Lincoln, and a consultant to the U.S. Department of Justice and the National Institute of Corrections.[1][2]
