Qualifications
Candidates for vice-mayor in Guam must be:
- a United States citizen.
- at least 21 years old.
- a resident of the municipality they wish to represent for at least one year immediately preceding the election date.[1]
Candidates must not have been convicted of a felony or crime involving moral turpitude.[1]
Elections
Vice-mayors in Guam are elected in partisan elections by voters within the areas the vice-mayor represents. Vice-mayors serve for four years, beginning on the first Monday in January following the election. In districts with a mayor and vice-mayor, the two positions are elected separately.[1]

2020

All seven vice-mayors were up for election in 2020. The general election was held on November 3, 2020. A primary was scheduled for August 29, 2020. The filing deadline for vice-mayors was June 30, 2020.
Vacancies
Details of vacancy procedures and appointments are addressed under Title 5 Guam Code Annotated (GCA), Division 4, Chapter 40. Whenever a vice-mayor is unable or unwilling to discharge the office, and the election is less than 240 days away, the municipal planning council appoints a vice-mayor, subject to the advice and consent of the Legislature of Guam.[1]
Duties
Title 5 Guam Code Annotated (GCA), Division 4, Chapter 40 § 40116 provides the duties of the vice-mayor.
The Vice Mayor shall assist the Mayor in the discharge of his duties as prescribed in § 40112 of this Chapter, and to perform other related duties as may be assigned by the Mayor. In the event of the absence of the Mayor from the Territory or his incapacity due to illness or injury, the Vice Mayor shall serve as Acting Mayor for the duration. |
