Biography

Vickie Nostrant was born in Brewster, Washington. Nostrant served in the U.S. Army Reserve from 1982 to 1986. Her career experience includes working as a registered nurse. She earned an associate degree from Wenatchee Valley College, Deaconess School of Nursing in 1972, an additional degree from UCLA in 1975, and a bachelor's degree from Graceland University in 1992.[1]

Honesty is the highest principle. An elected official's interactions with constituents must be true, accurate to best of one's ability, and direct.
  Accesability and visibility is next.  Constituents expect access to their elected officials. The official must readily receive and respond to constituent comments and concerns.
Elected officials must be fair in their dealings with and for all constituents. Even handedness and objectivity must be their watchwords.
I'm genuine, confident, kind and honest. I admit when I am unknowing or incorrect. I never shy from a challenge and I'm "thick skinned".

I was raised to be frugal financially. I was on food stamps while in nursing school and the experience led me know I never wanted to be in that situation again. It has caused my family concern and frustration at times. In hind sight, I could have done and seen more but ultimately, no regrets.
The legislature is the creator of rules and regulations whether proposed by the governor or other parties. Because of that role, the relationship must be frank, open and honest, but at the end of the day, it should be a platform of respectful negotiation.
Idaho must come to grips with its failure to prioritize education. Improvements must be made in learning outcomes, teacher recruitment/retention, and facilities improvements.
  Idaho must address health care delivery deficits in the rural areas of the state.  The state's geography requires more resources be directed to all phases of health care for Idahoans.
Diversity and coexistence need significant attention. Idahoans represent every stripe of the American population. Exclusion and cancellation can not be endorsed.
Elected officials must strive to restore faith and trust in the its' constituency. Voter participation in all elections must be the goal to best represent the opinions and desires of Idahoans.
Absolutely. Lawmaking is intended to be done in the best interest of the whole of the state. Without frank, open and honest relationships among legislators lawmaking devolves into an autocratic exercise.
As an EMT-a in Elk River, Clearwater County, I am regularly told how grateful residents are to have any volunteers willing to administer care and be available for their emergency needs. I have experienced life threatening emergencies that address the unmet needs for EMS personnel in the rural areas of Idaho. It is a goal to enhance EMS services to the number of very rural areas that is much of the state of Idaho.
No, however, emergency powers must have limited scope relating to a specific incident and a very short window of effect. To do otherwise is to usurp representative government and the concept of Seperation of Powers.
