An effort in Mifflin, Ohio, to recall Mayor Vickie Shultz was initiated in March 2021. Petitioners filed signatures with the Ashland County Board of elections on June 15, 2021.[1] Two days later, county attorney Chris Tunnell submitted an opinion to the board of elections stating that state law doesn't provide a village with the ability to hold recall elections.
Recall supporters
The recall was organized by former Mifflin Mayor Fred Craig after he obtained a public records request that he said showed council members being paid the same amount prior to a pay reduction approved by voters in November 2020. As a result of that vote, council members were to see a pay reduction from $2,200 to $2 yearly. There was also a payment decrease from $40 to $60 per meeting down to $1 per meeting.[1]
Craig also cited 122 violations received by the village's sewage facility between January 2017 and August 2019 as reasons for a recall.[1]

Recall organizers were required to submit valid signatures equal to 15% of the total votes cast at the most recent regular municipal election. Petitioners submitted 14 signatures against Shultz.[1]
