Victor Haddad earned a high school diploma from Memorial High School and a bachelor's degree from St. Edward's University in 2003. His career experience includes working as a bank executive.[1]

My name is Victor “Seby” Haddad, and for years, I have had the privilege of serving the community that raised me. My commitment to our region is rooted in a deep family history here in South Texas—a presence built on faith, hard work, humility, professional integrity, and a shared mission of giving back. As the son of Dr. Victor Haddad, a surgeon who has dedicated his life to healing our community, I learned early on that success is measured by the service we provide to others. My family has spent decades involved in the civic and professional life of the Rio Grande Valley, from healthcare to financial leadership, always with the goal of making our region stronger and focusing on those most in need. As a McAllen City Commissioner and Mayor Pro-Tem, I’ve carried those values into office, having spearheaded the passing of term limits and driven a record investment of dollars into capital projects related to drainage, infrastructure, and mobility. Leveraging my experience as a community banker and small business owner, I have focused heavily on economic development to attract industry, support local entrepreneurs, create high paying jobs, and ensure growth and opportunity for the next generation of working families. All this while reducing the property tax rate an unprecedented four years in a row, expanding city services, and fostering quality of life amenities for our community.   • I have built trust with voters across South Texas through consistent community engagement, transparency, and accountability. As the only elected official in this race, I have a public record that voters can evaluate. My support reflects relationships built over time by showing up, listening to constituents, and remaining accessible to the people affected by the decisions I make. I serve on the Board of the McAllen Economic Development Corporation, President of Region 12 for the Texas Municipal League, and serve as a state-level director for TML. I also sit on the boards of the McAllen Chamber of Commerce and the International Museum of Arts & Science. These roles reflect broad community trust and sustained engagement beyond elected of
  • I am the only candidate in this race with a demonstrated record of delivering results for South Texas. As an elected official, I spearheaded the adoption of term limits for the City of McAllen and have supported term limits for higher office. I also helped reduce the city’s property tax rate four consecutive years, invested a record level of funding in drainage and infrastructure projects, and oversaw some of the largest quality-of-life investments in the city’s history. My work has emphasized transparency, improved communication, and accountability in local government.
  • I bring a practical perspective shaped by experience as a small business owner, employee, and community banker. Having been on both sides of the paycheck, I understand the challenges facing employers who create jobs and workers who rely on steady incomes. As a community banker, I have worked across a wide range of industries, gaining insight into local economies and business development. These experiences have allowed me to build strong relationships within the small business community and through civic and nonprofit organizations, informing my approach to public service.
I am passionate about public policies that strengthen opportunity and quality of life in South Texas while respecting local control for municipal and county governments. This includes supporting education and ensuring schools receive the funding they deserve, expanding access to affordable and accessible healthcare, and protecting vital water sources through long-term investments in water and power infrastructure. I am also committed to economic development that drives job creation and supports small businesses, recognizing the direct impact strong local economies have on families and communities. My approach emphasizes practical solutions, responsible growth, and decision-making closest to the communities affected.
