Victor Perez was born in Pharr, Texas. He earned bachelor's and graduate degrees from Pan-American University. His career experience includes working as the president and CEO of the Pharr Economic Development Corporation.[1]

Four of the seven seats on the Pharr-San Juan-Alamo Independent School District school board were up for general election on November 8, 2016. Place 4 incumbent Guadalupe Rodriguez filed for re-election and lost to challenger Jorge Zambrano. In Place 5, Jesse Zambrano defeated José Santillan for the open seat. Place 6 incumbent Victor Perez won re-election without opposition. In Place 7, incumbent Jesus Vela Jr. defeated newcomer Maria Coplea.[2][3]

My Career in public Education began as a Paraprofessional in McAllen I.S.D where I learned the basics in public education and worked my way up the ladder. Following my time in McAllen I.S.D, I became a Coach and Teacher at Jefferson Middle School in PSJA I.S.D, I was then a Student Liaison at PSJA Middle School. My Career then lead me to be Assistant Principal at Progress High School, I was also a Principal at their elementary and middle school campuses. In Progresso I.S.D I started the Early College Program and became the director for the early college program. After serving as the director for early college I was then appointed as administrator for school operations.
- School Safety, is one of the most important aspects of public education when it comes to protecting the lives of our students, and teachers. It is a shame that a parent could potentially send their child to school and be in fear as to whether or not they come home at the end of a school day. As your candidate for the Texas State Board of Education District 2, I want to ensure that all districts have a police department that is able to respond to the external dangers that can potentially threaten the lives of those we love. Our teachers’ bear so much responsibility in educating our children with state curriculum, we should not ask them to carry the burden of carrying a firearm.
- Advocating for Higher Teacher Salaries is another important platform in my campaign. Throughout the years the prestige of being a teacher has deteriorated along with their salaries. The responsibilities of a teacher have increased dramatically without the increase in pay that teachers so rightfully deserve. Although the Texas State Board of Education does not have control in the way teachers are paid, I do believe that I along with the rest of the board will continue to advocate to Local School Districts for an increase in teacher pay. During my tenure as a PSJA I.S.D Board member I voted in favor of issuing teacher pay raises, I intend to continue being an advocate.
- Books are the backbone of a society, I am against the war on books regardless of genre. It is important that books are made available to all students in our state education system. Books allow for students to gain a new and insightful perspective regarding culture, race, history, and other topics that require critical analyzation and thinking.
- Readying Students for Tomorrow’s Workforce – Education opens the pathway for countless opportunities. I want our students to focus on learning traits and skills that can help them earn them a role in an ever-growing workforce. This includes earning a certification in welding to being on a pathway to earning a 4 year degree.
- Setting curriculum standards
- Reviewing and adopting instructional materials
- Establishing graduation requirements
- Overseeing the Texas Permanent School Fund
- Appointing board members to military reservation and special school districts
- Providing final review of rules proposed by the State Board for Educator Certification
