|Anticipating a radical and extremist second Trump administration, Victor resigned from the U.S. Department of Justice shortly after the November 2024 election and announced his candidacy for Lieutenant Governor in December 2024.
Victor was born in Paterson, New Jersey, after his parents immigrated to the United States from Lima, Peru. He graduated with a Bachelor of Science degree in Economics from The George Washington University and a Juris Doctor degree from the University of Wisconsin Law School.- Victor is running for Lieutenant Governor of Virginia so that he can serve as a bulwark to President Trump's reactionary policies of federal overreach vis-a-vis the Commonwealth of Virginia on reproductive freedom, law enforcement, energy and the environment, labor, among several others. He intends to use his expertise on constitutional matters and issues of federalism to promote effective state legislation that will serve this purpose and, where appropriate, advise and coordinate with the Governor and Attorney General for the purpose of bringing lawsuits against the federal government to vindicate Virginia's sovereignty and to protect the rights of Virginians.
- As Lieutenant Governor, Victor will pursue reasonable yet aggressive reform of Virginia's campaign finance laws. Under the current framework, Virginia is only one of five states in the country that does not place limits on campaign contributions. Nor does Virginia prohibit conduit/straw contributions, where individuals make contributions under their name but with funds that belong to others, thereby obfuscating the true source of political influence. Victor will promote legislation that not only places limits on the amount of campaign contributions and prohibits conduit/straw contributions, but that also empowers an independent watchdog with subpoena power to investigate any such violations.
- The Trump administration intends to cut back funding in education, alternative energy, law enforcement, to name a few. It also intends to engage in trade wars that will not only raise prices for all Virginians but that also exposes nearly 7,000 small- and medium-sized businesses Virginia to retaliatory tariffs, thereby causing job loss and economic distress throughout the Commonwealth. Victor intends to promote stopgap and relief funding as necessary to mitigate the impact of these policies.

Here’s how Victor will make a difference: Campaign Finance Reform. With experience prosecuting campaign violations at the federal level, Victor is committed to clean elections and reforming our campaign finance laws. Virginia is one of just a few states without limits on individual campaign contributions and one of just five states without limits on corporate contributions. Nor does Virginia prohibit conduit/straw contributions, where funds are funneled through others to hide the true source of influence. Victor will push for laws to limit contributions, ban conduit/straw contributions, and create an independent watchdog with subpoena power to investigate violations. Public Education. As a public school parent, Victor will fight to defend and expand access to high-quality, equitable education for all, including special education and early childhood programs. He will work towards retaining our teachers and building the next generation of world-class educators. Reproductive Freedom. We face a new agenda from Washington that threatens women’s reproductive rights, including lifesaving care. Victor will fight for legislation that protects bodily autonomy and empowers patients and their healthcare providers—not government—to make medical decisions without the threat of civil or criminal liability. A Just Immigration System. As the son of immigrants, Victor knows the value of legal immigration. But when it comes to law enforcement, the new administration in Washington wants to strain our resources by deputizing our police officers and sheriffs to ask for your papers if you look like him or his daughters. Victor will be a leading voice for justice in our immigration system. The Economy. Victor will help drive legislation that fosters entrepreneurship, lessens the regulatory burden on small- and medium-sized companies, and facilitates access to capital for start-ups and family-owned businesses alike. Richmond needs to be prepared to provide relief to these companies via tax breaks and access to credit to weather the storm caused by retaliatory tariffs from abroad at the hands of erratic trade policies from the new administration Labor. Virginia’s strong workforce and prime location have attracted world-class companies, but as we grow, we must protect workers’ right to organize and ensure they share in the prosperity. Victor will push for stronger enforcement of prevailing wage laws and hold employers accountable for misclassifying workers, ending wage theft and exploitation. As Lieutenant Governor, Victor will build an economy that works for everyone—where businesses grow and workers thrive. Environment and Energy Virginia has made progress in phasing out fossil fuels, but the work isn’t done. As electric vehicles and data centers increase demand, we must invest in clean energy like wind and solar to avoid skyrocketing costs and a strained grid. Victor will drive the conversation for legislation to expand alternative energy sources and support businesses with tax incentives to lead the way for our future. Housing. As a homeowner, Victor understands the hopes and struggles of buying a home. Driven by both market forces and big investment firms driving up prices by hoarding inventory, Virginia is facing a housing crisis. This pushes real estate and rent costs out of reach for everyday Virginians. Victor will support smart, bipartisan legislation to tackle this problem and make housing affordable and attainable. Gun Violence Prevention As a father, Victor knows we must protect our kids and our communities. This isn’t about politics—it’s a moral duty. Victor will push for strong, bipartisan laws to ban assault weapons and ghost guns, strengthen background checks, lengthen waiting periods, and enforce better gun storage practices. Strengthening Democracy Now more than ever, we must renew our commitment to building a welcoming and inclusive Virginia that is strong, safe, and prosperous for everyone. A Commonwealth that embraces Virginians of all walks of life, no matter their party, creed, sexual orientation, gender identity, race, or nationality.
