Biography

Victoria Garcia Wilburn earned a bachelor's degree in occupational therapy from Boston University, a master's degree in health science from the University of Indianapolis in 2012, and a doctorate in health science from the University of Indianapolis in 2014. Wilburn's career experience includes working as a professor with IUPUI School of Health & Human Sciences. She has served on the boards of Hope Academy Recovery High School, Reach for Youth, Inc., and The American Occupational Therapy Association.[1][2][3][4]

Dr. Victoria Garcia Wilburn is a leader in the field of Occupational Therapy, a mother of 3, and the voice we need in the Indiana State House.

Dr. Victoria Garcia Wilburn is an advocate for mental and behavioral health, a leader in community based research and a voice we need in the Indiana State House.

Victoria grew up in a working class neighborhood in the Chicago suburbs and was raised in a union family who believed organizing was critical to action. She earned a degree in occupational therapy as a first-generation college student and started her path as a clinician and public health advocate.

In 2005, Victoria and her husband, Christopher chose to make Indiana home. Victoria’s awareness of public safety issues and the need for healthy, accessible communities deepened during this time as her husband served as a police officer. They grew their family, welcoming three beautiful children while Victoria completed her doctorate degree in health science at the University of Indianapolis.

Victoria’s dedicated her career to improving the well-being of Hoosiers and advocating for equity and access to mental and behavioral health services. Her work has been instrumental in increasing central Indiana resources for children and families affected by substance use disorders and in training future health care professionals in trauma informed care.

  • Victoria values a strong public safety. Victoria is the wife of a retired police officer and believes in building safer communities through common-sense gun safety laws
  • Victoria values a strong economy. Victoria believes in protecting our environment and creating clean energy jobs to make our state healthier and grow our economy now and into the future. Victoria believes in supporting economic policies and programs that grow small businesses and foster entrepreneurship.
  • Victoria believes in a high quality of life. She believes in enhancing public health with an emphasis on increasing access to care, expanding mental and behavioral health services, and enacting equitable policies that reduce Hoosier health disparities. She believes in adequately funding schools to support our children’s success, fairly compensate teachers and direct more resources to special education services. She believes in expanding affordable, high-quality childcare to bring financial relief to families and build a stronger Indiana workforce.

Dr. Victoria Garcia Wilburn is a university professor, community researcher, healthcare provider, wife to a retired police officer and mother of three. She has devoted her professional career in service to Central Indiana, partnering with several community organizations to help strengthen Indiana's mental and behavioral health outcomes. She holds a Bachelor of Science from Boston University, a Master and Doctorate in Health Science from University of Indianapolis and a Certificate in Change Leadership from Cornell University. She is recognized as a proven leader, serving on several boards of state and national associations, and received the highest honor of her professional association, Fellow of the American Occupational Therapy Association. She will champion public health, public safety and public education-with special emphasis on special education, in the Statehouse and will use her thoughtful and honest leadership to best represent all Hoosiers
  • Indiana is among the lowest ranked states in the nation for overall health and mental health as well as public health funding. We must act with urgency to change these outcomes and elect legislators with the knowledge and expertise to tackle these pressing issues. Now is the time to leverage the state’s budget surplus to increase access to care, expand mental and behavioral health services and enact equitable policies that reduce Hoosier health disparities.
  • Strong public schools are essential to our community’s collective well-being and economic prosperity. We need education policies that provide adequate funding, fairly compensate teachers, and direct more resources to special education services. Every student should have the opportunity to go to a safe, enriching public school and I’m committed to legislation that is designed to invest, not disinvest, in our public education system.
  • Guns are the leading cause of death among children and teens in Indiana. Common-sense gun safety laws such as requiring criminal background checks for firearm sales and responsible gun storage laws will reduce violence and save lives. Together, we can take action and make our community an even safer place to live, learn, and grow.
I am personally passionate about improving our Public Health initiates and access to healthcare across our state. With over a third of our counties not having access to OB/BYN care I see firsthand the healthcare desserts across Indiana and the disparity between rural and urban communities. Additionally, throughout our state we continue to see overdoses rise and some parts of our state have a 750:1 patient to mental health provider ratio. Hoosiers deserve better, and they deserver transparency for what a poor job we are doing despite having a significant budget surplus. Health and quality of life are key to our economy and are the backbone of productivity and innovation.
