Vincent "Vince" Chirico was a Democratic candidate for District 43 representative on the New York City Council in New York. He was defeated in the primary election on September 12, 2017.

Chirico earned a B.A. from John Jay College and a J.D. from New York Law School.[1]

At the time of his 2017 run for city council, Chirico owned his own law firm, Chirico Law PLLC. His professional experience also includes work as the chief of staff for New York State Assemblyman Peter Abbate (D) and as an adjunct professor for New York Law School. Chirico has served as a member of the Kings County Democratic Committee, the president of the American-Italian Coalition of Organizations, the vice president of the Dyker Heights Athletic Association, and the chair of Opportunities for a Better Tomorrow and the Community Board 11 Committee on Health, Social Services, and Seniors.[2]

Fighting for South Brooklyn’s Seniors
Vince believes whole-heartedly in the maxim that a community is judged by how it treats its most vulnerable citizens. We have a duty to protect our community’s senior citizens – the very individuals who made Brooklyn what it is today – thriving and getting better every day. Vince has extensive experience on issues pertaining to seniors in South Brooklyn as he serves as the Chair of the Community Board 11 Committee on Health, Social Services and Seniors, and for twenty years he has served as President of the American-Italian Coalition of Organizations which operates several senior centers and provides social service support to thousands of seniors throughout Brooklyn. ​ On the City Council, Vince will fight to fully fund South Brooklyn’s senior centers and to increase the income thresholds for the senior citizen rent increase exemption and the disability rent increase exemption programs. Ensuring seniors can continue to live in their homes with dignity is a priority.

Improving Our Quality of Life
South Brooklyn has been attracting all walks of life for years. But, to maintain and enhance the quality of life for our community’s residents, it is critical to find solutions to the problems that negatively impact our families. The neighborhoods of Bay Ridge, Dyker Heights, Bath Beach and Bensonhurst are all underserved by the MTA, and we suffer from a dearth of public transit options. As such, it is critical to ensure that the options we do have are expanded, improved and fully funded to ensure safety, cleanliness and smooth operation. Moreover, every day that goes by, our community suffers from more and more traffic congestion and, thus a lack of adequate street parking. Vince will work with community leaders and businesses to improve parking options, and will work with the City and the Department of Transpiration to find innovative solutions to reduce traffic congestion and improve pedestrian safety. ​ Beyond fighting to upgrade and improve our community’s transit options and infrastructure, on the City Council, Vince will fight to protect the character of our neighborhoods by standing up to developers who are out of touch with our community’s needs, and to ensure we receive our fair share of resources to fully fund our local parks, playgrounds and libraries. A safe, well-serviced community is key to protecting home values, neighborhood safety and healthy families.

Ensuring a Better Education for Our Children
As a father, Vince deeply understands the value of a quality education, and as the Chairman of Opportunities for a Better Tomorrow (OBT), a non-profit organization which teaches personal responsibility to thousands of young adults across New York City, Vince sees firsthand how the failings of our education system can result in failing our students not just in the immediate term, but for the rest of their lives. At OBT, Vince and his organization have helped more than 300,000 disconnected youth facing obstacles to work-force entry and re-entry as well as working to reform the systemic problems that impede high school retention. ​ On the City Council, Vince will fight to secure more funding for South Brooklyn’s local schools, afterschool programs and to improve the availability of technology in our kids’ classrooms. Better funding for our schools will result in smaller class sizes and more student attention, and thus, better outcomes for our kids and our community.

Protecting our Families’ Health & Safety
Vince believes that for any community to thrive and flourish, health and safety needs to be of paramount concern. As a Community Board member and civic leader, Vince has worked with our first responders on important community projects. Vince supports community policing in which our frontline officers are part of the fabric of the local community, working hand-in-hand with residents, small business owners and community leaders. ​ On the City Council, Vince will make sure that our heroes – our cops, firefighters and EMTs – have the resources they need in order to keep our families safe.

Reducing the Burden on Small Businesses
Small business owners take massive risks in opening new ventures. It is incumbent upon our elected representatives to foster an environment in which small businesses and entrepreneurs can thrive. Unfortunately, the City has placed an undue burden on many small businesses across our city, burying them in fines and taxes. As a small business owner himself, Vince understands the hard work that it takes to build a successful business, and he knows that it gets harder and harder every day with the never ending bureaucracy and red tape. ​ On the City Council, Vince will fight to eliminate the municipal red tape that hinders the growth of small businesses, reduce the fines and penalties for minor infractions, and reduce the tax burden placed on small businesses in order to allow them to grow and hire local workers.[4]
