Biography

Vinnie Cherrone was born in Binghamton, New York. He earned an associate degree from the State University of New York at Morrisville in 1983. He also graduated from the Texas Constable Leadership College in 2018. Before he was elected a county constable, Cherrone worked as a police office for the City of Round Rock for over 21 years.

The general election was held on November 8, 2016. A primary election was held on March 1, and a primary runoff took place on May 24. Who are you? Tell us about yourself.

Vinnie started his law enforcement career with the Williamson County Precinct One Constable's Office in 1992 under Constable Gloria Watson, where he primarily focused on civil law. In 1995, Vinnie had an opportunity to join the Round Rock Police Department as a patrol officer. In his 21 1/2 year tenure with Round Rock, Vinnie took an interest in and was assigned to the Traffic Division, receiving advanced training in accident investigation and reconstruction. He assisted in investigating virtually every major accident in the City of Round Rock from 1997-2016, putting his advanced training to use on the scene of many fatalities. In 2016, Vinnie was elected as the Williamson County Precinct One Constable and honorably retired in December 2016 from the Round Rock Police Department. Vinnie has truly embraced his role as a leader, elected official and community luminary. Constable Cherrone has proven that he is willing to lead from the front, and never asks anything of his staff that he is not willing to do himself. Vinnie regularly puts in more hours than anyone in the office and is always willing to fill the shoes of any position. Vinnie has taken a lead role in uniting the four Constable's offices with a common goal of service to the county and when it comes to rallying for employee benefits. Until Vinnie's involvement, the four offices acted independently and often came up short in negotiations.

What areas of public policy are you personally passionate about?

Constable Cherrone has attended virtually every event in our county to proudly represent his office. Precinct One has raised over $25,000.00 in three years for Brown Santa, collected school supplies for less fortunate children, sponsored teacher classrooms, arranged and provided labor to citizen's who needed help cleaning their property to avoid ordinance violations and brought veterans and veteran resources together, just to name a few. The Precinct One office, under Vinnie's leadership is an active participant in community events like National Night Out, Coffee with the Constable and Movies in the Park. Another aspect of Vinnie's community involvement that often gets overlooked is his drive to educate the community on the role of the Constable's office. Vinnie does this by attending local civic groups or HOA meetings. This education has also been extended to local law enforcement partners, enabling us to assist or regional law enforcement agencies with the civil issues they encounter daily.

What qualities does this office possess that makes it a unique and important part of the state government and legal system?

The Constable's Office is unique because, even though we are a county office, the scope of our work services those in the incorporated parts of Williamson County as well. Acting as the enforcement arm of the court our work covers the Civil aspect of Law Enforcement. Our core function of serving court documents may sound simple, but the reality is that this means we are often the "messenger" delivering terrible news to people. Because of this, it is important to have deputies that have a servant's heart and are great communicators.

In Williamson County, the four Constable's offices handle the environmental complaints in their respective precincts. This means taking calls for illegal dumping, violations of outdoor burning rules, and violations involving public nuisances. Our goal in this type of situations is compliance, not punitive, and we often working with all parties involved to make sure the situation is remedied.

Another often overlooked role of our office is the enforcement of Justice of the Peace warrants. These are low level offenses like traffic tickets, etc. We have deputies responsible for contacting those individuals with warrants and working out solutions. The vast majority of the warrants are resolved through payment arrangements. In addition, our office is extremely sensitive to the effect of the pandemic on our community and have greatly extended timelines for incoming warrant payments. At Precinct One, we WILL NOT arrest on a Class C warrant (traffic, etc) unless there is absolutely no other viable option. This helps reduce the jail population, and reduces the cost to our taxpayers.

Who do you look up to? Whose example would you like to follow, and why?

I look up to my parents. They have been married for 60 years and although growing up we didn't have much as my dad was working full time at IBM and going to college. My mom was a stay at home mom, and made sure we never went without. My parents provided us with a loving and faith based home and always supported me in my decisions. My dad worked 42 years at IBM and finally retired 5 years ago. I'd like to follow my dad's example. He was hard working and always made sure his family's needs were met before his own.

What qualities do you possess that you believe would make you a successful officeholder?

I will continue to be a successful leader by staying service oriented to our community and creating a positive work environment for the employees of Precinct One.

The office of Constable is small (currently 13 employees) and because of that we are well suited to be able to respond on a personal level to our citizens in times of need. There is always a real person available to answer the phone. There is a personal touch that comes from working in such an office, and it has afforded us the opportunities to connect with our community in ways that larger offices may not be able to.
I will continue to learn and grow, as will our deputies. The staff at Precinct One are some of the best in the business, this is evident by our office being one of only three Constables in the entire State of Texas to be recognized by the Texas Police Chief's Association "Best Practices Recognition Program."

As a leader, I believe in providing our employees with the training and experiences that would allow them to work anywhere, but treating them well enough that they wouldn't want to work anywhere else.

What do you believe are the core responsibilities for someone elected to this office?

The core duties of the office of Constable is the service of civil process, and while this may seem as simple as delivering paperwork, I assure it is not. We have a responsibility to all the parties involved (plaintiffs and defendants) to provide the best customer service possible. This can be as simple as taking a few extra minutes to explain the legal process, or as complicated as helping a person that has just been evicted. I provided this type of customer service for 21+ years on patrol for the City of Round Rock and have continued it as your Constable.
The mission of the Williamson County Precinct One Office is to improve the quality of life of our citizens. By forming partnerships with our community and working collaboratively with area law enforcement, we will prevent crime, enforce the laws with equal fairness, professionally serve all civil and criminal dockets with diligence, and we will protect our judge, his staff and court participants.

Do you believe that it's beneficial for holders of this office to have previous experience in government or politics?

While I do not believe a background in politics is necessary, it is imperative for the office holder to have had previous experience in the law enforcement community, especially the area of patrol. Working patrol for 21+ years allowed me to be involved with my community at the ground level. To see the real time the challenges that face our community on a daily basis. A low-level offense like a burglary from a vehicle, may seem routine to officers, but to the person effected by it, it can be very traumatic. They can be left feeling scared and victimized. My time on the streets allowed me to see this firsthand, and I feel like I have always tried served the individual, not just the "call."
We have built a great team at Precinct One, deputies from all corners of law enforcement, and with different life experiences, but one thing they all have in common is great communication skills. Those skills serve them, and our community daily. From the delivering of bad news, to assisting with conflict resolution between parties.
