The 3rd Congressional District of Virginia held an election for the U.S. House of Representatives on November 8, 2016.
Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Bobby Scott (D) defeated Marty Williams (R) in the general election on November 8, 2016. Neither candidate faced an opponent at the party nominating conventions.[4]

Incumbent: Heading into the election, the incumbent was Robert C. Scott (D), who was first elected in 1992.
As of the 2010 redistricting cycle, Virginia's 3rd Congressional District was located in the eastern portion of the state and included Charles City and Surry counties and portions of Henrico, Isle of Wight, James City, and Prince George counties. Petersburg city and Portsmouth city, along with portions of Hampton city, Newport News city, Norfolk city, Richmond city, and Suffolk city, were also within the district.[6]
