The 3rd Congressional District of Virginia held an election for the U.S. House of Representatives on November 4, 2014. Incumbent Bobby Scott had an easy path to re-election. He did not face a primary challenger, and he ran unopposed in the general election.

They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Virginia utilizes an open primary process in which registered voters do not have to be members of a party to vote in that party's primary.[3][4]

Voter registration: Voters had to register to vote in the primary by February 10, 2014. For the general election, the voter registration deadline was October 14, 2014 (22 days before election).[5]

Incumbent: Heading into the election was incumbent Robert C. Scott (D), who was first elected in 1992.
Virginia's 3rd Congressional District is located in the eastern portion of the state and includes Charles City and Surry counties and portions of Henrico, Isle of Wight, James City, and Prince George counties. Petersburg city and Portsmouth city along with portions of Hampton city, Newport News city, Norfolk city, Richmond city, and Suffolk city also lie within the district.[6]

Race background
Racial gerrymandering
Three voters--Dawn Curry Page, Gloria Personhuballah and James Farkas--in Virginia’s 3rd Congressional District have accused Virginia's General Assembly of “racial gerrymandering," according to the Times Dispatch.[10]
Page, Personhuballah and Farkas "allege that the district’s current boundaries make adjacent districts safer for Republican incumbents by diminishing the influence of African-American voters in these areas. The complaint also alleges that by increasing the black voting-age population in the district from 53.1 percent to 56.3 percent, the General Assembly decreased the black population in the surrounding districts, diluting minority influence there.” A judge began hearing arguments May 21, 2014.[10]
Redistricting
On October 8, 2014, the 4th U.S. Circuit Court of Appeals ordered that Virginia's 3rd Congressional District be redrawn by April 1. Quentin Kidd, a political analyst at Christopher Newport University called the redistricting “potentially pretty dramatic." He explained, “They’re going to have to pull 40,000 to 45,000 African-American voters out of the 3rd District." The voters will be moved into the surrounding districts.[11]

The 3rd Congressional District of Virginia held an election for the U.S. House of Representatives on November 6, 2012. Incumbent Robert C. Scott won re-election in the district.[18]

2010
On November 2, 2010, Robert C. Scott won re-election to the United States House. He defeated C.L. "Chuck" Smith, Jr. (R), John D. Kelly (I) and James J. Quigley (L) in the general election.[19]
