The ballot title for Appropriation Year Aligning with Fiscal Year Amendment was as follows:

FOR the amendment of section one hundred and eighty-six of the Constitution of Virginia, so as to permit the fixing of the appropriation year of the State to coincide with the fiscal year.

AGAINST the amendment of section one hundred and eighty-six of the Constitution of Virginia, so as to permit the fixing of the appropriation year of the State to coincide with the fiscal year.

A simple majority vote is required during two successive legislative sessions for the Virginia General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 51 votes in the Virginia House of Delegates and 21 votes in the Virginia State Senate, assuming no vacancies.
