Ballot title

The ballot title for Pari-Mutuel Betting on Horse Racing Measure was as follows:

Shall the Act of the General Assembly which authorizes pari-mutuel betting on horse racing and also provides for its regulation become effective in the Commonwealth?


Path to the ballot

A simple majority vote is required during one legislative session for the Virginia General Assembly to place a state statute on the ballot. That amounts to a minimum of 51 votes in the Virginia House of Delegates and 21 votes in the Virginia State Senate, assuming no vacancies. State statutes require the governor's signature to be referred to the ballot.
