Virginia state legislative special elections, 2014
In 2014, nine seats were vacated and filled by special elections in the Virginia State Legislature. The following districts had vacancies in 2014:
- State Senate District 6: The seat was vacant following Ralph Northam's (D) election as Lieutenant Governor of Virginia on November 5, 2013.
- State Senate District 16: The seat was vacant following Henry Marsh's (D) retirement on July 3, 2014.
- State Senate District 33: The seat was vacant following Mark Herring's (D) election as Attorney General of Virginia.
- State Senate District 38: The seat was vacant following Phillip Puckett's (D) resignation on June 9.
- State House District 4: The seat is vacant following A. Benton Chafin's (R) election to the Virginia State Senate on August 19, 2014.
- State House District 11: The seat was vacant following Onzlee Ware's (D) resignation on November 14, 2013, to spend time with his family.
- State House District 48: The seat was vacant following Bob Brink's (D) resignation on June 30 to accept the position of Deputy Commissioner for Aging Services.
- State House District 90: The seat was vacant following Algie Howell's (D) retirement on June 30.
- State House District 100: The seat was vacant following Lynwood Lewis's (D) election to the Virginia State Senate on January 7.
How vacancies are filled
If there is a vacancy in the Virginia General Assembly, a special election must be conducted to fill the vacant seat. If the vacancy occurs while the legislature is in session, the presiding officer of the house in which the vacancy happens must call for a special election. If the vacancy occurs while the legislature is in recess, the governor shall call the special election. Within 30 days of a vacancy, the appropriate officeholder shall issue a writ of election. If an vacancy occurs between December 10 and March 1, the writ must declare the special election date be within 30 days of said vacancy. All special elections must be held promptly. However, no special election can be held if it occurs less than 55 days before any statewide primary or general election or if there are fewer than 75 days remaining in the vacated term.[1][2]

Lynwood Lewis (D) defeated Wayne Coleman (R) in the special election.[3] Initial returns showed Lewis leading by only 22 votes,[4] within the range of a recount. Official results published by the State Board of Elections declared Lewis the winner by nine votes, leading Coleman to seek a recount.[5] Following the recount, Lewis was declared the winner by eleven votes.[6][7] The seat was vacant following Ralph Northam's (D) election as Lieutenant Governor of Virginia on November 5, 2013. A special election for the position of Virginia State Senate District 6 was called for January 7. Candidates were nominated by their party rather than chosen through a primary.[8]

S. "Sam" Rasoul (D) defeated Octavia L. Johnson (R) in the special election, which took place on January 7.[3][9][10] The seat was vacant following Onzlee Ware's (D) resignation on November 14, 2013, to spend time with his family.[11] A special election for the position of Virginia House of Delegates District 11 was called for January 7. Candidates were nominated by their party rather than chosen through a primary. The nominating deadline for parties was December 11, 2013.[12]

Jennifer Wexton (D) defeated John Whitbeck (R) and Joe T. May (I) in the special election, which took place on January 21.[3][13][14] The seat was vacant following Mark Herring's (D) election as Attorney General of Virginia. A special election for the position of Virginia State Senate District 33 was called for January 21. The filing deadline for candidates wishing to run in this election was December 26, 2013.[15]

Robert S. Bloxom, Jr. (R) defeated Willie C. Randall (D) in the special election, which took place on February 25.[3][16][17] The seat was vacant following Lynwood Lewis's (D) election to the Virginia State Senate on January 7. A special election for the position of Virginia House of Delegates District 100 was called for February 25. Candidates were nominated by their party rather than chosen through a primary. The nominating deadline for parties was February 10.[18]

Mullins (I) in the special election, which took place on August 19.[3][19] This special election was particularly important because it determined which party controlled the chamber. The seat was vacant following Phillip Puckett's (D) resignation on June 9, 2014.[20] A special election for the position of Virginia State Senate District 38 was called for August 19, 2014. The filing deadline for candidates wishing to run in this election was June 20. Candidates were chosen by the parties rather than through a primary.[21][22]

Todd E. Pillion (R) defeated Donnie W. Rife (D) in the special election on December 9.[31][19] The seat was vacant following A. Benton Chafin's (R) election to the Virginia State Senate on August 19, 2014.[32] A special election for the position of Virginia House of Delegates District 4 was called for December 9. Candidates were nominated by their party rather than chosen through a primary. The nominating deadline for parties was October 9.[33]
