Five seats on the Wappingers Central School District Board of Education were up for general election on May 20, 2014. Incumbent John Lumia and Board President Ved Shravah won re-election against nine challengers. Newcomers Peggy Kelland, Tracy V. Pelton and Seema Rizvi also won seats. Board Vice President Norma Drummond did not file for re-election.[1]

The resignations of board members Thomas Piliouras and Daniel Miller in February 2014 led to an increase in the number of seats up for election from three to five. The candidate who received the fourth-most votes in the May election, Seema Rizvi, received Piliouras' seat, which carried an unexpired two-year term, and the candidate who received the fifth-most votes in the May election, Ved Shravah, received Miller's seat, which carried an unexpired one-year term.[2][3]

Wappingers Central School District is located in Dutchess County, New York. The county seat of Dutchess County is Poughkeepsie. Dutchess County is home to 296,916 residents, according to the United States Census Bureau.[4] Wappingers Central was the eighth-largest school district in New York, serving 11,950 students during the 2011-2012 school year.[5]

Demographics

Dutchess County underperformed in comparison to the rest of New York in terms of higher education achievement in 2012. The United States Census Bureau found that 32.5 percent of Dutchess County residents aged 25 years and older had attained a bachelor's degree compared to 32.8 percent for New York as a whole. The median household income in Dutchess County was $71,508 compared to $57,683 for the state of New York. The poverty rate in Dutchess County was 9.1 percent compared to 14.9 percent for the entire state.[4]

Voter and candidate information

The Wappingers Central Board of Education consists of nine members. All members are elected to three-year terms at-large by the district as a whole.[7] A pair of resignations led to two extra seats coming up for election in 2014. The candidate who received the fourth-most votes in the May election received Thomas Piliouras's seat, which carried an unexpired two-year term, and the candidate who received the fifth-most votes in the May election received Miller's seat, which carried an unexpired one-year term.[2][3] There was no primary election, and the general election was held on May 20, 2014. Five seats were up for election in 2014 and three seats will be up for election in 2015.

The filing deadline for school board candidates to get on the ballot in the general election was April 21, 2014. Candidates had to file nominating petitions with at least 129 legitimate signatures to get on the ballot.[8]

John Lumia, Peggy Kelland, Tracy V. Pelton, Seema Rizvi, and Ved Shravah received endorsements from the Wappingers Congress of Teachers.[9]

Additional elections on the ballot

This election shared the ballot with a budget proposal and one additional proposition made by the Wappingers Central School District. The 2014-2015 budget proposal totaled up to $211,876,671, which was a 3.35 percent increase from the 2013-2014 budget.[12] The transportation proposition raised $1,785,314 to replace aging school buses and passenger vans. Voters approved both measures.[13]
