Howell's campaign website stated the following:
CREATE THE DEPARTMENT OF COUNTY EFFICIENCY (DOCE)
This initiative will be the hallmark of my campaign hurling Harris County into the 21st century. We will contract XAi to come in and streamline all county operations targeting, waste, fraud and abuse. DOCE will parse out ineligible or obsolete county contracts and create full transparency for every dollar on the County website - connecting all county resources in a way never seen before - bringing about REAL CHANGE.
POT-HOLE WALL OF SHAME
Create a page on the county website with a "Wall of Shame" highlighting Commissioner Precincts with the most pot-holes - and recognize a "Hall of Fame" for the least pot-holes quarterly. The county must provide hazard-free infrastructure as well as accountability to the public.
HONOR OUR FIRST RESPONDERS
Morale is at an all-time low among our Constables, Sheriff's Deputies and Fire Departments. These men and women must be given proper tools, policies, wages and respect commensurate with the absolute vitality of their role in peace and safety of Harris County Residents. Through DOCE, all non-statutory departments and spending will be redirected to those areas required by statute to service the county, prioritizing the safety of County Residents. This is common sense.
ELIMINATE LOCAL AND MUNICIPAL PROPERTY TAXES FOR SENIORS
As part of the tax rate function of Commissioners Court, those over 65 years of age will be made Property Tax Exempt for all municipal taxes on their homestead.
SOLVE HOMELESSNESS
Billions of dollars have been squandered in Harris County on our homelessness problems; enough to have solved this problem many times over. We will transition them to transitional housing partnering with the community to equip them with tools to finally overcome.
REDUCE TOLL FARES
Work with DOCE to audit the Harris County Toll Road Authority and eliminate waste and inefficiencies - our roads should not be a revenue-generating asset for the County. They are infrastructure. Fees will be greatly reduced or eliminated.
SALARY CAPS FOR ADMINISTRATIVE ROLES
Place a salary cap for any County employee in any department not to exceed 75% of any County Commissioner.
REVAMP COUNTY HEALTH PLAN AND FLEX ACCOUNTS
Analyze all County Health Plans and Flex Accounts to reduce costs and increase benefits by customizing programs that maximize wellness and productivity for all Harris County Employees.
NO MORE ALARM FEES
Cancel burglar alarm fees for residential and commercial properties.
NO FRIVOLOUS LEGAL BILLS
The payment of legal and travel fees incurred by any County employee, Commissioner, or the County Judge in connection with the regular course of duty are to be voted and approved by the Commissioner's Court. Any fees or reimbursements determined to be the result of misuse, abuse of office or other acts of corruption or racketeering will not be paid by Harris County Tax Payers and may be prosecuted.
