Five versions of such an initiative were proposed by Stephan Robinson. All of the versions sought to increase the regulation for transporting crude oil and coal within Washington. The intent was to require the state, local governments and agencies to assess potential impacts to safety and mitigate any safety risks before approving a major energy transportation facility.[1]
