A “yes” vote supported allowing local governments to finance development projects through the creation of districts and the resulting tax revenues from the increased values of benefited properties in these districts. 

A “no” vote opposed allowing local governments to finance development projects through the creation of districts and the resulting tax revenues from the increased values of benefited properties in these districts.
