The Washington Medical Marijuana Regulation, Referendum 76 was not on the November 3, 2015 ballot in Washington as a veto referendum. The measure sought to overturn Senate Bill 5052, which further regulated the state's medical marijuana market and established a voluntary patient database.[1][2] SB 5052's was designed to provide a regulatory framework for medical marijuana similar to the one for recreational marijuana set up by Initiative 502 in 2012.

“ | The legislature passed Second Substitute Senate Bill 5052 concerning marijuana for medical purposes [and voters have filed a sufficient referendum petition on portions of the bill].
The portions of this bill subject to this referendum would change who may provide and use medical marijuana, increase standards for healthcare professionals authorizing marijuana, change allowed amounts of marijuana, add medical conditions for marijuana use, and modify criminal penalties. Should these portions of the bill be: ___ Approved |

Ballot summary
The ballot summary was:[3]
“ | The portions of the bill passed by the Legislature that this measure refers to the ballot would change who may provide and use medical marijuana, increase standards for healthcare professionals authorizing marijuana use; reduce the amount of marijuana that qualified patients may grow, buy, possess withour special authorization; allow the use of medical marijuana for post-traumatic stress disorder and traumatic brain injury; and modify certain criminal penalties and affirmative defenses.[4] | ” |
Path to the ballot
Supporters were required to collect at least 123,186 valid signatures by July 23, 2015, in order to land the initiative on the ballot. No signatures were submitted.[5]
