The Washington Medical Use of Cannabis Measure, Initiative 1343 was not on the November 4, 2014 ballot in Washington as an Initiative to the People. The measure would have created a board to license and regulate the production, processing and dispensing of medical cannabis. It would also have imposed fees, exempted medical cannabis from retail sales tax and adopted other medical cannabis-related laws.[1]

State law would allow state banks to do business with licensees, and would limit cooperation with federal investigations of acts authorized by the measure.[2] | ” |
Support
Initiative 1343 was primarily supported by Cannabis Patient Protection. Kirk Ludden was the primary sponsor of the proposed initiative.[1][3]
Path to the ballot
Initiative 1343 was one of seven measures submitted to the Washington Secretary of State with the title "Medical Use of Cannabis," with Kirk Ludden as their primary sponsor. The other measures were 1330, 1331, 1332, 1333, 1336 and 1337. The other proposed initiatives had not been officially withdrawn as of June 7, 2014, but the Cannabis Patient Protection website only listed 1343 as the measure they were advocating to place on the 2014 ballot. Supporters were required to collect at least 246,372 valid signatures by July 3, 2014 in order to land the initiative on the ballot. Ultimately, no signatures were submitted for any of the proposals by the prescribed deadline.[1]
