The Washington Metropolitan Area Transit Authority Compact is an interstate compact among Maryland, Virginia, and the District of Columbia. It also carries congressional consent. The compact established a commission to regulate privately-managed transportation systems between any part of Washington, D.C. and either of the two states in the compact. The compact does not affect trips or businesses that stay within the boundaries of the state of Virginia.[1]

Text of the compact

The legislature of each member state passes the laws with certain modifications, but the core of the legislation remains the same.
