The Washington Proof of Impairment Initiative did not make the November 4, 2014 ballot in Washington as an Initiative to the People. The measure would have required that recorded video evidence of impairment or determination of culpability in an accident accompany laboratory results presented as evidence of impairment while driving due to drugs or alcohol. The measure was, in part, a response to the standards for determining impairment set by Washington Marijuana Legalization and Regulation, Initiative 502 (2012).[1][2]
Support
Kirk Ludden was the primary supporter of the proposed initiative.[2]
Path to the ballot
The measure was submitted to the Washington Secretary of State on January 8, 2014, but it expired on February 18, 2014 without having been assigned an initiative number, ballot title or ballot measure summary. Had the measure not expired and gone forward, supporters would have been required to collect at least 246,372 valid signatures by July 3, 2014 in order to land the initiative on the ballot.[2]
