Washington Referendum 7 was on the ballot as a veto referendum in Washington on November 7, 1916. It was defeated.

A "yes" vote supported requiring proposed utility services to seek certification from the public service commission which would grant certificates based on the utility's public necessity and convenience.

A "no" vote opposed requiring proposed utility services to seek certification from the public service commission which would grant certificates based on the utility's public necessity and convenience.

Ballot title

The ballot title for Referendum 7 was as follows:

An act amending chapter 117, Session Laws of 1911, being an act entitled: 'An act relating to public service properties and utilities, providing for the regulation of the same, fixing penalties for the violation thereof, making appropriation and repealing certain acts,' by adding an additional section thereto, to be known as Section 74A.
