The Washington Repeal State Use Taxes Measure, Initiative 1364 was not on the November 3, 2015 ballot in the state of Washington as an Initiative to the People. If approved by voters, the measure would have done the following:[1]

  • Repealed state use taxes, unless a constitutional amendment for an increase in taxes is approved by two-thirds of the legislature or two-thirds of voters

This measure would repeal state use taxes unless the legislature refers to voters a constitutional amendment requiring two-thirds legislative approval or voter approval to raise taxes, and majority legislative approval for fee increases.

The ballot summary was as follows:[1]

This measure would, on April 15, 2016, repeal state use taxes, which generally are imposed on goods or services when Washington’s sales tax has not been paid, and could constrain imposition of the local sales and use tax. State use taxes would not be repealed if, before April 15, 2016, the legislature refers to voters a constitutional amendment requiring two-thirds legislative approval or voter approval to raise taxes, and majority legislative approval to increase fees.[2]
